‼️Питання розвитку місцевої та добровільної пожежної охорони обговорили на апаратній нараді у Харківській обласній військовій адміністрації

🔸️У Харківській обласній військовій адміністрації відбулась апаратна нарада під головуванням начальника ХОВА Олега Синєгубова.

🔸️Серед основних тем обговорення — розвиток пожежно-рятувальних підрозділів для забезпечення місцевої та добровільної пожежної охорони.

🔸️Начальник Головного управління ДСНС України у Харківській області Артем Астахов повідомив, що згідно з Концепції реформування місцевого самоврядування та територіальної організації влади в Україні, затвердженої розпорядженням Кабінету Міністрів України від 01.04.2014р. № 333-р., одним із основних повноважень органів місцевого самоврядування базового рівня є забезпечення гасіння пожеж. Крім того, відповідно до ст. 26 Закону України «Про місцеве самоврядування в Україні» визначена виключна компетенція сільських, селищних, міських рад щодо створення відповідно до законодавства пожежно-рятувальних підрозділів для забезпечення місцевої та добровільної пожежної охорони.

🔸️Водночас, лише у 2024 році на території Харківської області створено 12 нових підрозділів місцевої та добровільної пожежної охорони. Протягом минулого року підрозділами місцевої (добровільної) пожежної охорони ліквідовано 717 пожеж.

🔸️Робота у напрямку створення та розвитку підрозділів місцевої та добровільної пожежної охорони триває й надалі, що є важливим аспектом для забезпечення належного рівня безпеки громадян.

🔸️Олег Синєгубов зауважив на необхідності розробки органами місцевого самоврядування Плану створення протягом 2025-2027 років підрозділів місцевої (добровільної) пожежної охорони і Центрів безпеки та вжиття дієвих заходів щодо його реалізації.

Development of Local and Volunteer Fire Brigades Discussed at Kharkiv Regional Military Administration Meeting

A meeting was held at the Kharkiv Regional Military Administration, chaired by the head of the Kharkiv Regional Military Administration, Oleg Sinegubov. The primary focus of the meeting was the development of fire and rescue units to ensure local and volunteer fire protection.

Artem Astakhov, Head of the Main Department of the State Emergency Service of Ukraine in the Kharkiv region, reported that according to the Concept of reforming local self-government and territorial organization of power in Ukraine, approved by the Cabinet of Ministers of Ukraine on April 1, 2014, No. 333-r, one of the main powers of local self-government bodies at the basic level is to ensure fire suppression. Furthermore, in accordance with Art. 26 of the Law of Ukraine “On Local Self-Government in Ukraine”, the exclusive competence of village, settlement, and city councils is defined regarding the creation, in accordance with legislation, of fire and rescue units to ensure local and volunteer fire protection. The importance of this legal framework underscores the commitment to enhancing safety measures for citizens in the Kharkiv region.

Notably, in 2024 alone, 12 new local and volunteer fire protection units were established in the Kharkiv region. During the past year, local (volunteer) fire protection units extinguished 717 fires. This data highlights the proactive steps being taken to bolster fire safety across the region and improve response capabilities. The ongoing efforts demonstrate a clear focus on protecting communities.

The work on creating and developing local and volunteer fire protection units continues, which is an important aspect for ensuring an adequate level of citizen safety. This commitment reflects a dedication to the well-being of the residents and a proactive approach to emergency preparedness.

Oleg Sinegubov emphasized the need for local self-government bodies to develop a plan for the creation of local (volunteer) fire protection units and Safety Centers during 2025-2027 and to take effective measures for its implementation. This forward-thinking approach aims to strengthen the region’s safety infrastructure and ensure its readiness for future challenges.
