‼️Питання щодо стану розрахунків за послуги з управління відходами за 2024 рік на території Станишівської територіальної громади було розглянуто 17 лютого 2025 року під час апаратної наради

‼️Станом на 1 січня 2025 року з населенням укладено 3 092 договори. Загальна кількість абонентів – 6 296.
Рівень оплати населенням за надані послуги на початок 2025 року склав – 88,76 відсотків.

‼️Нагадаємо: відповідно до рішення 5-ї сесії 8-го скликання Станишівської сільської ради від 11.02.2021 року № 212 «Про визначення виконавця послуг з вивезення твердих побутових відходів на території Станишівської сільської ради» виконавцем послуг з поводження з твердими побутовими відходами визначено ТОВ «Ґрін Бін Україна».

‼️В громаді діє контейнерна схема збирання відходів, укладання договору про надання послуг з управління побутовими відходами з виконавцем відповідної послуги та внесення плати за надання таких послуг відповідно до встановлених тарифів є ОБОВ`ЯЗКОВИМ.
Протягом 2024 року збільшилася кількість укладених договорів на 131 примірник.

‼️Станом на 01.01.2025 року заборгованість від населення перед ТОВ «Ґрін Бін Україна» становить 2 182 459, 18 гривень.

‼️З 01 березня 2021 року ТОВ «Ґрін Бін Україна» регулярно вивозить тверді побутові відходи з населених пунктів нашої громади. Проте сплата за надані послуги проводиться не в повному обсязі.

☑️Одночасно повідомляємо, відсутність у фізичної, юридичної особи-підприємця договору на послуги з управління побутовими відходами є порушенням Законів України “Про управління відходами”, “Про житлово-комунальні послуги”, “Про благоустрій населених пунктів”, що тягне за собою адміністративну відповідальність відповідно до Кодексу України про адміністративні правопорушення (ст.152) накладення штрафу на громадян від 340 до 1360 грн та на посадових осіб, громадян-суб’єктів підприємницької діяльності від 850 до 1700 грн.

Analysis of Waste Management Service Payments in Stanishivka Territorial Community

On February 17, 2025, an important issue was discussed during a hardware meeting regarding the status of settlements for waste management services in 2024 within the Stanishivka Territorial Community.

As of January 1, 2025, 3,092 agreements have been concluded with the population. The total number of subscribers is 6,296. The level of payment by the population for the services provided at the beginning of 2025 was 88.76 percent. This shows a high level of participation in waste management service payments.

It is important to recall that according to the decision of the 5th session of the 8th convocation of the Stanishivka Village Council dated 11.02.2021 No. 212 “On the determination of the service provider for the removal of solid household waste in the territory of the Stanishivka Village Council,” the service provider for the management of solid household waste is TOV “Green Bean Ukraine.” This ensures a structured and regulated approach to waste management within the community.

The community operates a container-based waste collection scheme. It is MANDATORY to conclude an agreement for the provision of household waste management services with the relevant service provider and to pay for the provision of such services in accordance with the established tariffs. This ensures that all residents contribute to the upkeep of the waste management system.

Over the course of 2024, the number of concluded agreements increased by 131. This demonstrates a growing understanding of the importance of waste management agreements within the community.

As of 01.01.2025, the debt of the population to TOV “Green Bean Ukraine” is 2,182,459.18 hryvnias. Addressing this debt is critical to the ongoing provision of waste management services.

Since March 1, 2021, TOV “Green Bean Ukraine” has been regularly removing solid household waste from the settlements of our community. However, payment for the services provided is not being made in full. This is a concerning trend that requires attention to ensure the sustainability of waste management services.

‼️In case of non-payment for solid household waste removal services, TOV “Green Bean Ukraine” may suspend the provision of the above-mentioned services. This highlights the consequences of non-payment and emphasizes the importance of timely payments.

☑️We also inform you that the absence of an agreement for the provision of household waste management services for a natural or legal person-entrepreneur is a violation of the Laws of Ukraine “On Waste Management”, “On Housing and Communal Services”, “On Improvement of Settlements”, which entails administrative liability in accordance with the Code of Ukraine on Administrative Offenses (Article 152) imposing a fine on citizens from 340 to 1360 UAH and on officials, citizens-subjects of entrepreneurial activity from 850 to 1700 UAH. This section underscores the legal obligations associated with waste management and the consequences of non-compliance.
