Ukraine’s Mandatory Animal Identification and Registration: What You Need to Know
🔝 Important Information About the Identification of Agricultural Animals
Animal registration is an integral part of Ukraine’s state policy and is implemented at the state level in the livestock sector, and is mandatory for farms of all forms of ownership. This is enshrined at the legislative level by Article 5 of the Law of Ukraine “On Amendments to Certain Legislative Acts of Ukraine Regarding the Identification and Registration of Animals” dated August 14, 2014 No. 1648-VII, according to which mandatory identification and registration of all agricultural animals is introduced in the country.
Animal identification facilitates the control of livestock records and movement, which allows for monitoring the epizootic situation in livestock farming, ensuring proper protection and prevention of animal health and, as a result, human health. This directly impacts food safety and public health, a critical consideration for any agricultural policy.
Owners of identified animals have the right to sell the animal’s milk and meat, obtain permission for its movement and slaughter, sale, participation in exhibitions, etc. Compliance ensures market access and protects the interests of livestock owners.
Mandatory identification is subject to:
- Cattle, lambs, kids – within 7 days from the date of birth;
- Commercial pigs – one day before movement (sale, slaughter);
- Foals – no later than 1 year after birth.
We remind you that all legal entities and individuals engaged in the breeding and keeping of animals are obliged to:
- Submit data for registration on identified animals, farms for their breeding and keeping, movement, slaughter, disposal, death, loss of animals;
- Identify all animals on the farm;
- Keep records of all animals on the farm, including their birth, identification numbers, movements between farms, as well as slaughter, disposal and loss;
- Store information about the animal for three years after its death (slaughter, loss, disposal) or movement from the farm;
- Move animals only with identification documents;
- Submit data to the central executive body that implements the state policy in the field of veterinary medicine about all movements of animals, the arrival of new animals on the farm, as well as the slaughter, disposal, loss of animals within 5 working days from the date of such actions or events;
- Slaughter, disposal only of identified and registered animals.
The movement by legal entities and individuals of animals that do not meet the requirements of the legislation on the identification and registration of animals is prohibited.
To identify and register an animal, you must contact the Novoukrainka District State Veterinary Medicine Hospital or your territorial district veterinary medicine hospital with a citizen’s passport of Ukraine and an identification code. The identification service requires payment – the amount of payment depends on the type of animal being identified. This ensures that the process is formalized and managed.
Resolution of the Cabinet of Ministers of Ukraine No. 506 of August 8, 2016 approved the procedure for using funds provided in the state budget to compensate for expenses for the payment of services for the identification and registration of animals to individuals – owners of these animals.
At the same time, in accordance with Article 107-2 of the Code of Ukraine on Administrative Offenses, penalties are applied to animal owners who do not contact the relevant veterinary medicine institutions for the purpose of identifying and registering animals or refuse to register animals: for citizens – from 3 to 5 non-taxable minimums of citizens’ incomes, for individual entrepreneurs, authorized persons – from 5 to 10 non-taxable minimums of citizens’ incomes. This emphasizes the importance of adherence to regulations.
