Tax Relief in Dnipropetrovsk Region: Over 5,000 Invoices Unblocked and Businesses Assisted
Significant progress has been made in Dnipropetrovsk region to support businesses. In just 10 days, nearly 5,200 tax invoices have been unblocked, and 262 business entities have been removed from the list of risky ones. This initiative aims to ease the burden on businesses and streamline their operations.
To further assist businesses, a consultation center was launched on February 4, 2025, in the Dnipropetrovsk region. This center addresses issues related to the suspension of tax invoice/adjustment calculation registration in the Unified Register of Tax Invoices (hereinafter referred to as the consultation center).
The primary goal of the consultation center is to provide expert support to business entities (BE) in unblocking tax invoices and removing enterprises from the list of risky ones. This support helps businesses navigate the complexities of tax regulations and ensure smooth financial transactions.
“The consultation center facilitates effective communication and systematic resolution of problematic issues. Over 500 unblocked tax invoices per day and the exclusion of 262 enterprises from the list of risky ones – this is the result of the center’s work today,” noted Vitaliy Tokar, Head of the Department for the Identification and Processing of Tax Risks of the Main Department of the State Tax Service in the Dnipropetrovsk region.
As of February 18, 2025, over a 10-day period, the center received 224 appeals from taxpayers. This demonstrates the high demand for the services provided and the importance of the center’s role in supporting businesses.
Dozens of meetings and consultations were held to clarify the industry-specific nature of the enterprises’ activities and the processing of their tax risks. These interactions ensure that businesses receive tailored advice and support.
A total of 87 events with 224 BEs took place in various formats:
- 4 personal meetings with VAT payers to provide expert informational support regarding exclusion from the list of risky ones;
- 4 online meetings via ZOOM conference, where explanations were provided to taxpayers, taking into account the industry-specific nature of the enterprises’ activities, with the participation of 141 business representatives;
- 79 explanations to taxpayers who contacted the consultation center via telephone.
At personal meetings with taxpayers, the region’s tax service specialists developed a roadmap for the necessary actions for their exit from the risky category through effective communication. This proactive approach helps businesses resolve their issues efficiently.
For instance, one of the taxpayers who had been on the list of risky ones since April 2024, with the professional assistance of tax officials, submitted a notice on February 11, 2025, regarding the submission of information and copies of documents regarding the non-compliance of the VAT payer with the risk criteria. As a result, the regional commission excluded the BE from the list of risky ones on February 14, 2025. This is a clear example of the positive impact of the center’s support.
An important outcome of the measures carried out as part of the work of the consultation center is the increase in the number of taken into account data tables of the value-added tax payer (Table). In February of this year, the percentage of taken into account Tables is 59.5 percent. The positive dynamics compared to January 2025 is 4.1 percent. As a result, there has been a decrease in the total number of suspended tax invoices in the ERPN. This improvement reflects the effectiveness of the center’s work in streamlining tax processes.
Vitaliy Tokar stated: “Compared to the average indicator of January 2025, the number of cases when the regional commission cannot make a decision on the reality of the economic operation as a result of the review of the initial package of documents submitted by taxpayers and sends a notification of the need to provide additional written explanations and documents has decreased.” This shows that the center is helping to reduce bureaucratic hurdles for businesses.
Elimination of cases of unreasonable suspension of tax invoice registration and the inclusion of taxpayers in the risk category is a crucial goal. The goal is to ensure that businesses can operate smoothly without unnecessary obstacles and blockages.
