ESOZ Notifications: Viber, SMS, and Diia Updates for Healthcare in Ukraine
📨 Starting February 20, 2025, notifications from the Electronic Healthcare System (ESOZ) containing confirmation codes, e-prescription numbers, or e-referrals will be delivered via Viber. SMS messages will remain as a guaranteed channel for these important communications. These changes are possible thanks to amendments made to the Cabinet of Ministers Resolution No. 411, “Some issues of the electronic healthcare system,” dated April 25, 2018.
✅ If a patient has Viber, notifications from ESOZ will be sent to them through this communication channel first. If the patient does not have Viber, they will receive an SMS message. This ensures that everyone receives timely and important healthcare information.
📱 The next stage of ESOZ notification delivery will include push notifications through Diia, the Ukrainian government’s digital services app. Further information about this will be provided. This phased approach aims to maximize accessibility and convenience for all users.
❓ What if a patient doesn’t have a phone?
Patients without a phone will still be able to receive informational summaries. This is critical for ensuring that all citizens can access their healthcare information, regardless of their access to technology.
When registering in the electronic healthcare system, patients who do not have a phone and who use the patient authentication method “by documents,” the doctor will create an e-prescription, e-referral and print an information summary. This summary duplicates the information found in the e-prescription or e-referral and also includes a confirmation code. This ensures that those without phone access can still receive the necessary details.
If authentication is chosen through another person (for children under 14 years of age or for persons who are incapacitated as an additional method of authentication), then the message will be sent to one of the parents or legal guardians. This provision ensures that even those who cannot manage their own healthcare information have access to it.
This update to the ESOZ system reflects a commitment to improving the efficiency and accessibility of healthcare information. By utilizing multiple communication channels and providing alternative solutions for those without phones, the system aims to reach all patients effectively. This is an important step in modernizing healthcare in Ukraine and ensuring that patients can easily access the services and information they need.
