ESOZ Update: Viber Notifications for E-Prescriptions & E-Referrals
📲 Starting February 20, 2025, notifications from the Electronic Health System (ESOZ) with confirmation codes, e-prescription numbers, or e-referrals will be delivered via Viber. SMS will remain as a guaranteed channel for delivering such messages.
📍 These changes have become possible thanks to amendments to the Cabinet of Ministers Resolution No. 411 “Some issues of the electronic health system” dated April 25, 2018.
👉 If a patient has Viber, the notification from ESOZ will be primarily sent through this communication channel.
🔗 If a patient does not have Viber, they will receive an SMS.
🔹 The next stage of delivering notifications from ESOZ will be delivering push notifications via Diia. We will provide additional information about this as well.
What if a patient doesn’t have a phone❓
🙋🏻♂️ Patients who do not have a phone will still be able to receive an information reference.
✅ When registering patients in the electronic health system who do not have a phone, with the authentication method “by documents”, the doctor creates an e-prescription, e-referral and prints an information reference, which duplicates the same information as in the e-prescription or e-referral, as well as a confirmation code.
🔎 If authentication is chosen through another person (for children under 14 years of age or for legally incompetent persons as an additional method of authentication), then the notification will be sent to one of the parents or a legal representative.
Starting February 20, 2025, the Electronic Health System (ESOZ) will begin sending notifications, including e-prescriptions, and e-referrals, via Viber. This update, stemming from changes to Resolution No. 411, ensures patients receive timely and accessible health information.

SMS messages will remain as a backup, guaranteeing that patients receive important health-related information. This change is a result of amendments made to the Cabinet of Ministers Resolution No. 411, which addresses the Electronic Health System. Key Changes and Implementation:
The shift towards Viber as the primary notification method prioritizes patients’ convenience, offering a potentially richer and more interactive experience. The system is designed to first attempt delivery via Viber. If a patient does not have Viber installed, an SMS message will be sent instead. The next phase of ESOZ notification delivery will include push notifications through the Diia app, further expanding the channels available for communication.
Addressing Patients Without Phones:
Recognizing that not all patients have access to a mobile phone, the system provides alternative solutions. Patients without phones can continue to receive informational references. During registration in the electronic health system, if a patient lacks a phone and chooses the “by documents” authentication method, the doctor will create an e-prescription or e-referral and print an information reference that contains the same details as the e-prescription or e-referral. This reference also includes a confirmation code. For patients authenticated through another person, such as a parent or legal representative (for children under 14 or those legally incompetent), notifications will be sent to the designated individual.
