Сьогодні почав день із вирішення питань, які вчора обговорювали в бригадах на Харківщині. Зараз провів уже й окремі наради з військовим командуванням, з урядовцями, також провів Ставку. Саме щодо того, що напередодні говорили комбати, комбриги.

Перше – дійсно, вже стала більш ефективною підготовка у навчальних центрах, але є ще речі, які треба впровадити. Це стосується як бойової підготовки, так і психологічної, мотиваційної. Має бути більше саме реального бойового досвіду цієї війни при підготовці воїнів.

Друге – доручив відчутно збільшити пряме фінансування бригадам на закупівлю дронів. Гроші на це є.

Третє – і про це кажуть у більшості бригад – це значно більше можливостей купувати пікапи. Тобто має бути спрощення процедур і пряме фінансування для підрозділів так само, як на закупівлю дронів. Має бути реальна можливість у наших воїнів купувати саме ті машини, які їм потрібні, саме так, як це буде найбільш швидко.

Четверте – контракти 18–24. Програма має бути розширена. Обговорили сьогодні деякі варіанти, включно зі збільшенням віку та обставин, за яких може бути укладений саме такий формат контракту. Міністерство оборони, Генеральний штаб і команда Офісу мають представити суспільству деталі.

І п’яте – це чутливе питання затягування виконання рішень про нагородження. На жаль, багато випадків, коли наші воїни із різних складових Сил оборони місяцями очікують на вручення державних нагород, і це виключно через громіздкі бюрократичні процедури. Доручив максимально скоротити документообіг, кількість різноманітних підписів і погоджень. Треба цифровізувати й цю сферу також.

Час на представлення шляхів реалізації цих рішень нарад і Ставки – до понеділка. У понеділок очікую від секретаря РНБО, Міністерства оборони, Головнокомандувача, Генерального штабу та команди Офісу доповідей про виконання.

I started the day today by addressing the issues we discussed yesterday with the brigades in the Kharkiv region. I’ve already held separate meetings with the military command, government officials, and also convened a meeting of the Staff. All of this was focused on what the battalion and brigade commanders raised the day before.

First – preparation at military training centers has indeed become more effective. However, there are still things that need to be implemented. This applies to combat training, as well as psychological and motivational training. The training of our warriors must incorporate more real combat experience from this war.

Second – I gave instructions to significantly increase direct funding for brigades to purchase drones. The funds are available.

Third – and this is something most brigades emphasize – there must be far greater opportunities to purchase pickup trucks. This means simplifying procedures and providing direct funding to units, just as with drone procurement. Our warriors must have a real ability to purchase the specific vehicles they need, in the fastest way possible.

Fourth – “Contracts 18–24”. The program must be expanded. We discussed several options today, including increasing the age and broadening the circumstances under which this type of contract can be signed. The Ministry of Defense, the General Staff, and the Office team must present the details to the public.

And fifth – the sensitive issue of delays in implementing decisions on state awards. Unfortunately, there are many cases where our warriors from various branches of the Defense Forces wait for months to receive their state decorations – solely due to cumbersome bureaucratic procedures. I have instructed that the paperwork, the number of various signatures, and approvals be reduced as much as possible. This area must also be digitalized.

The deadline for presenting implementation plans for these decisions made during the meetings and the Staff session is Monday. On Monday, I expect reports from the Secretary of the National Security and Defense Council, the Ministry of Defense, the Commander-in-Chief, the General Staff, and the Office team on the progress of implementation.
