The Squirra Territorial Community’s Efforts in the Third Year of the Full-Scale War: Achievements and Priorities.
This article provides a detailed overview of the activities and achievements of the Squirra Territorial Community during the third year of the full-scale war. It highlights the key priorities, challenges, and accomplishments of the community, focusing on the allocation of resources and the support provided to various sectors.
The community’s main priorities remained consistent with the previous year, including:
- Ensuring budget fulfillment and the rational use of budgetary funds.
- Directing resources to support security and defense forces, as well as supporting military personnel and their families.
- Ensuring the vital activities of the community in the conditions of martial law.
- Arranging a safe environment and shelters.
- Social protection of vulnerable categories of the population.
- High-quality medical services for the population.
- Quality and accessible education.
- Ensuring the stable operation of housing and communal services and critical infrastructure facilities.
- Providing high-quality administrative services.
- Continuing the restoration of road infrastructure, etc.
To address urgent issues related to the life of the community, the following activities were carried out in 2024:
- 14 sessions of the city council (including 5 extraordinary sessions) and 742 decisions were adopted.
- 30 meetings of the executive committee (including 15 extraordinary ones), 717 decisions were adopted.
- 186 orders of the mayor.
Support for Security and Defense Forces
During 2024, UAH 23,276.2 thousand was allocated from the local budget to assist those defending our freedom within the framework of local target programs and through charitable funds of the city council’s account. Funds were allocated to support the military and their families.
UAH 300.0 thousand was allocated to the Program for supporting mobilization preparation and mobilization measures in the territory of the Squirra Territorial Community for 2023-2024, and services were provided for the transportation of military conscripts called up for military service during mobilization to the district and regional assembly points.
UAH 20.0 thousand was allocated to the city target Program for conscription for compulsory military service, collection training of military personnel and registration of citizens at the conscription site for the period 2023-2024, documents (personal file of the conscript, alphabetical book, registration card, application, medical characteristics, results of conscription, study sheet, insert) were purchased.
In accordance with the requests of military units, UAH 11,030.9 thousand was allocated to the Program of financial support for the Armed Forces of Ukraine, the implementation of measures and works on territorial defense for 2024, of which UAH 9,642.8 thousand was mastered through the regional budget of the Kyiv region and UAH 1,388.1 thousand through the district budget of the Bila Tserkva district (special-purpose equipment was purchased for seven military units).
UAH 200.0 thousand was transferred to the state budget for measures provided for by the Squirra City Council’s Program for the prevention of crime for 2024-2026 to purchase special equipment for a combat unit – a ground station for controlling FPV.
At the same time, various types of material assistance were provided to the military and their families through local social programs in the amount of UAH 9,631.1 thousand, including:
- UAH 1,625.0 thousand was used for the implementation of measures provided for by the “Care” Program (assistance was provided to 232 mobilized citizens for UAH 6,000 each for a total of UAH 1,392.0 thousand, assistance for the burial of 31 servicemen for UAH 233.0 thousand);
- UAH 8,006.1 thousand was directed to the Program of social support for war veterans, Defenders of Ukraine who took direct part in the armed conflict as a result of the military aggression of the Russian Federation against Ukraine and members of their families, honoring the memory of the dead (deceased) (assistance was provided to 187 servicemen for treatment – UAH 1,122.0 thousand, family members for the burial of 27 defenders – UAH 176.1 thousand, material assistance to 744 military personnel for UAH 6,000 each – a total of UAH 4,464.0 thousand; material assistance to families of the dead and missing – UAH 1,250.0 thousand; material assistance to children of deceased parents – UAH 97.0 thousand; material assistance to families for the installation of monuments to fallen soldiers – UAH 750.0 thousand, material assistance to ATO participants – UAH 9.0 thousand, 413 flags and ritual ribbons were purchased for UAH 138.0 thousand).
From funds received in the form of charitable assistance, which were received in a special account opened in the Squirra City Council, UAH 530.4 thousand was used for:
- Services for the maintenance of the Starlink terminal network – UAH 331.2 thousand;
- Purchase of UAVs – UAH 99.9 thousand;
- Purchase of a set of brackets for installing antennas of a portable REB device on a vehicle and a remote control – UAH 99.3 thousand.
Another measure to support the Armed Forces of Ukraine in 2024 is the maintenance of institutions that have been transferred to accommodate training centers.
The amount of funds for the payment of utility bills and energy carriers amounted to UAH 1,078.8 thousand. UAH 485.0 thousand was directed to the purchase and replacement of a solid fuel boiler at the expense of the local budget.
Extensive volunteer work was organized in the starosta districts of the community, thanks to which the necessary equipment and materials were transferred to the soldiers-compatriots.
Civil Defense
In 2024, all necessary measures were taken in the Squirra city territorial community to effectively implement the state policy in the field of security and law and order, creating proper conditions for the effective implementation of civil protection tasks.
Special attention was paid to the fund of protective structures of civil protection of the Squirra city territorial community, which includes 8 anti-radiation shelters (1 is limitedly ready, 7 are not ready for use) and 21 simplest shelters. In order to ensure the full functioning of the fund of protective structures of civil protection, shelters of the community were repeatedly inspected and accounting documents were updated. Also, 26 premises were inspected for their use as the simplest shelters, of which 16 basement premises in apartment buildings and 10 basement premises of shops.
During the reporting period, UAH 4,750.00 thousand was allocated from the local budget for the repair and equipment of shelters.
UAH 584,597.68 was used to adjust the design and estimate documentation for the construction of an anti-radiation shelter on the territory of the ZSES- I-III Art. them. Petro Tysmenetsky at the address: Squirra, 43 Shevchenko St.
In accordance with the “Squirra City Target Program for the protection of the population and territories from emergencies of a technogenic and natural nature, ensuring fire safety for 2022-2025” in 2024, UAH 842.5 thousand was allocated to form a material reserve of the community in case of an emergency: to purchase a frequency converter, two generators with a capacity of 65 and 25 kW, and polyethylene film. There are 5 invincibility points on the territory of the Squirra MTG, one of them is mobile (which is deployed within an hour, if necessary).
The Squirra City Council pays great attention to safe life and effective implementation of the state policy in the field of crime prevention, in particular:
- in accordance with the “Program of the Squirra City Council for crime prevention”, funds in the amount of UAH 500.0 thousand were financed from the local budget;
- according to the program “Police officer of the community for 2023-2025” UAH 554.0 thousand was financed.
