A program to compensate internally displaced persons (IDPs) for destroyed housing will begin soon. This is a separate area of funding within the national e-Restoration program. Its implementation became possible thanks to the Government’s decision to reallocate 15 billion UAH allocated to support IDPs for compensation under the e-Restoration program.

For the convenience of citizens, we inform about the requirements for participating in the program.

Conditions for participation in the compensation program for IDPs:

• The destroyed housing was the only housing owned by the citizen and is located in the territory controlled by Ukraine.
• The ownership of the destroyed housing is registered in the State Register of Property Rights.
• The citizen has a current certificate of an internally displaced person.

If an IDP meets these criteria and has already been awarded compensation for destroyed housing under the e-Restoration program in the form of a housing certificate and has applied to reserve funds – they will receive a notification of the successful reservation of the certificate and will have 30 days to implement it and purchase a new home. No additional actions are required in this case.

If an IDP has a certificate but has not yet applied to reserve funds for it, they can do so through the Diia portal or application or the Administrative Services Center (ASC). Within 5 working days, they will receive confirmation of the availability of funds on the certificate (processing of newly created certificates may take longer).

If an IDP has not yet applied for compensation under the e-Restoration program but meets the criteria, they can apply through the Diia portal or application or the ASC.

The lists for receiving compensation are formed automatically, based on the data specified in the certificate of the internally displaced person. We recommend checking their relevance and correctness of completion.

If you do not have an IDP certificate, it can be obtained through:

• Executive bodies of village, settlement, and city councils.
• Center for the provision of administrative services.
• Mobile application or Diia Portal.

Please note that IDP status can also be obtained if the movement took place within the same community.
