Xi Jinping, China’s leader, is reinforcing his bond with President Vladimir V. Putin of Russia. This strategic alliance, however, presents a significant challenge to Beijing’s aspirations for improved relations with Europe. The strengthening of this partnership could inadvertently complicate China’s diplomatic efforts on the European continent.
