🇺🇦 Спроможність громад впроваджувати стратегії розвитку та залучати фінансування на їх реалізацію – важлива складова процесу відновлення, адже без цього навіть найкращі стратегії залишаються документами на полиці.

Тож аби партнерські громади могли координувати розробку та реалізацію проєктів відповідно до власних пріоритетів та потреб у відновленні, проєкт RFA підтримує там створення проєктних офісів (ПО): від допомоги в інституціоналізації проєктної діяльності – до забезпечення ключовими інструментами роботи, розробки портфеля проєктів відновлення, супроводу у залученні фінансування та реалізації ініціатив.

🤝🏻 Щоб громади мали необхідні для цього знання й інструменти, команда проєкту також працює над розвитком професійних навичок проєктних менеджерів громад. Так, наприкінці 2025 року, проєкт RFA організував для них тримісячну навчальну програму з основ проєктного менеджменту.

Однією з учасниць програми є Холминська ОТГ Чернігівської області, яка активно розвиває ПО громади, залучає ресурси для розвитку та втілює проєкти, які покращують якість життя мешканців. Завдяки посиленню ПО, громаді вже вдалося реалізувати два проєкти, спрямовані на цивільний захист населення та забезпечення центру надання соціальних послуг електровелосипедами, аби вразливі категорії населення могли отримувати необхідні послуги.

🇨🇦 Municipalities’ capacity to implement development strategies and mobilize funding for their implementation is a critical component of the recovery process—because without it, even the best strategies remain documents on a shelf.

To enable partner municipalities to coordinate the development and implementation of projects in line with their own recovery priorities and needs, the RFA project supports the establishment of Project Management Offices (PMOs). This support ranges from institutionalizing project management functions to providing key working tools, developing recovery project portfolios, supporting fundraising efforts, and assisting with project implementation.

🤝🏻 To ensure that municipalities have the necessary knowledge and tools, the project team is also strengthening the professional skills of municipality’s project managers. At the end of 2025, the RFA project organized a three-month training programme on the fundamentals of project management for them.

One of the programme participants is the Kholmynska Municipality in Chernihivska Oblast, which is actively developing its PMO, mobilizing resources for development, and implementing projects that improve residents’ quality of life. Thanks to the strengthened PMO, the municipality has already implemented two projects focused on civil protection and on equipping the social services centre with electric bicycles, enabling vulnerable population groups to receive essential services.
