🇺🇦 Одним із важливих напрямків роботи проєкту “Відновлення для всіх” (RFA) є посилення спроможності громад впроваджувати Стратегії розвитку та залучати фінансування, щоб плани розвитку та відновлення стали реальністю для мешканців.

📝 Зокрема, Проєкт разом з пілотними громадами працює над створенням проєктних офісів, мета яких – координувати розробку та реалізацію проєктів відповідно до пріоритетів Стратегії розвитку та потреб людей.

💭 “Настав час переходити від планування до впровадження планів дій — це серйозний виклик, що потребує значних ресурсів. Ми зробили Каталог можливостей доступним для всіх громад, а тепер зосереджуємося на тому, щоб допомогти вам ефективно використати ці можливості й залучити забезпечити ресурси, необхідні вашій громаді. Темою нашого воркшопу цього тижня є не лише розвиток навичок управління проєктами, а й опанування “мови” проєктного менеджменту та міжнародних донорів, щоб ви могли ефективно з ними комунікувати”, – зазначила під час зустрічі Танія Санфорд Аммар, Директорка Alinea International в Україні та проєкту RFA.

Наступним кроком на цьому шляху стало навчання з основ проєктного менеджменту, яке допоможе громадам отримати навички для успішної реалізації проєктів та залучення фінансування. Першими учасниками навчання стали шість партнерських громад проєкту RFA: Шабівська, Великодимерська, Мозолевська, Близнюківська, Холминська та Олександрівська громади.

💭 “Канада має за честь підтримувати зусилля України у сфері децентралізації. Ми прагнемо сприяти посиленню спроможностей Уряду України та територіальних громад у плануванні та реалізації ініціатив відновлення. Ми надихаємося вашою стійкістю та невтомною працею на благо ваших громад і вашої країни”, – наголосила під час вітального слова Марія Габанікова, Другий секретар Відділу міжнародного розвитку Міністерства міжнародних справ Канади.

Важливо, що кожна з шести команд прийшла на навчання з реальною проєктною ідеєю, що відповідає потребам її мешканців. Наприклад, Олександрівська громада прагне створити сучасний ветеранський простір, де можна буде отримати комплексну допомогу. А Холминська громада планує розширити економічні можливості для мешканців громади.

💭 “Дуже важливо розуміти, що всі проєкти та проєктні ідеї мають відповідати пріоритетам стратегії розвитку Вашої громади. І ці ідеї мають бути напрацьовані не лише в робочих групах, а й з жителями громади. Коли проєкт відповідає стратегічним пріоритетам, він стає системним і зрозумілим — як для міжнародних партнерів, так і для держави. І саме це дає можливість впевнено залучати кошти для його реалізації, – зазначив Віталій Проценко, директор Департаменту регіональної політики та реінтеграції територій Міністерства розвитку громад та територій України.

📍Так, за підтримки експертів Проєкту, учасники та учасниці пройдуть повний цикл розробки проєкту: від визначення бенефіціарів до покрокового плану реалізації. Наприкінці навчання кожна з команд матиме готовий і якісний проєкт, який зможе подати на державне чи грантове фінансування, або шукати для цього внутрішні ресурси громади.

🇨🇦 One of the key focus areas of the Recovery for All (RFA) Project is strengthening the capacity of municipalities to implement their Local Development Strategies and attract funding so that recovery and development plans became a reality for residents.

📝 In particular, the Project is working with pilot municipalities to establish project management offices. Their purpose is to coordinate the design and implementation of projects in line with the municipality’s Local Development Strategy and people’s needs.

💭 “It’s time to move from planning to implementing action plans—a major challenge which requires significant resources. We have been making opportunities for grants and other funds publicly available, but now we are shifting towards helping you leverage those opportunities to secure the resources your community needs. The focus of our workshop this week is not only on building project management skills but mastering the language of project management and international donors, so that you can communicate effectively with them”, – noted Tawnia Sanford Ammar, Alinea International Ltd. Country Director for Ukraine, RFA Program Director.

The next step in this process is a training on the fundamentals of project management, designed to equip municipalities with the skills needed to successfully implement projects and attract funding. The first participants are six of RFA’s partner municipalities: Shabiivska, Velykodymerska, Mozolevska, Blyzniukivska, Kholminska, and Oleksandrivska.

💭 “Canada is proud to support Ukraine’s decentralization efforts. We are committed to contributing to strengthening the capacity of both the Government of Ukraine and local municipalities to plan and implement recovery. We are inspired by your resilience and dedication to serving your municipalities and your country”, – emphasized Maria Habanikova, Second Secretary of the Development Cooperation Section of the Embassy of Canada to Ukraine, during her welcoming speech.
What makes this especially important is that each of the six teams came to the training with a real project idea tailored to the needs of their residents. For example, the Oleksandrivska municipality aims to create a modern veterans’ hub where comprehensive support services will be available. Meanwhile, the Kholminska municipality is planning to expand economic opportunities for its residents.

💭 “It is crucial to understand that all projects and project ideas must align with the priorities of your municipality’s Local Development Strategy. And these ideas should not only come from working groups, but also be shaped together with local residents. When a project reflects strategic priorities, it becomes systematic and clear—both for international partners and for the state. This is what makes it possible to confidently secure funding for its implementation,” said Vitalii Protsenko, Director of the Department of Regional Policy and Reintegration of Territories at the Ministry for Development of Communities and Territories of Ukraine.

📍 With support from the Project’s experts, participants will go through the full project development cycle – from identifying beneficiaries to drafting a step-by-step implementation plan. By the end of the training, each team will have a complete, high-quality project ready to apply for government or grant funding, or to seek internal municipality resources.
