Meet Our 2025 Certificate in Public Leadership cohort: Олег Серняк, Pustomyty Mayor; Former Deputy of Pustomyt City Council, Ukraine

Oleh Serniak is the Mayor of Pustomyty City, Ukraine. With over 20 years of experience in local self-government, he is a seasoned public servant dedicated to the development and well-being of his community.
He went on to earn a Master of Law degree from Ivan Franko National University of Lviv in 2004, followed by a qualification in finance and economics from the same university in 2008.

In 2013, he completed a Master’s degree in State Service at the Lviv Regional Institute of State Administration, part of the National Academy of State Administration.

Oleh was elected three times as a deputy of the Pustomyty City Council in 2002, 2006, and 2010. From 2003 to 2015, he served as Secretary of the City Council. Since November 2015, he has served as Mayor of Pustomyty.

He is particularly focused on attracting investment to the community and enhancing social services for the residents of the Pustomyty Territorial Community.
